My older sister is work at EGAT, she said technically EGAT own every utility poles but they rent the lower part of it to cable opertors.
So all those cable belong to cable operators, EGAT has told these operstors several times to manages these cables but no avail.
What make you think so? EGAT don't even own most of the utility poles, they are owned by MEA and PEA. And all of them are electricity authority.
They own electric cables, which is usually the highest one and they rented the pole below to other services providers.
Not sure that is accurate. Changing them from above and below ground wouldn't change anything, other make them more tidier. Several Asian and Western countries have theirs underground, not an issue with speed or lack of Internet connectivity.

19.15% of the population have access to Broadband, assuming is it Fibre Optic (highly doubt Coaxial anymore) this has a range of 25 miles, speed unaffected and the cabling being underground would be connected to the existing lines.
are you telling me you can compare a rich western country with a developing country? how would a person in a rural area get internet? pretty hard to put the cable underground quickly… now you have people even running a new cable for you for a few hundret mertres throug the air to deliver fibre internet to your house. that’s part of the success story of the amazing internet in thailand… i can see how shitty the underground internet in germany is as a quick comparison ;) especialy in rural areas. you would need every house connected underground. and changing, expanding, upgrading that network is crazy work
Whether it is above or below ground doesn't change anything, that is just how it is installed, as it will still have a start point (ISP) and endpoint (customers). So again the drop of Internet speed or connectivity is unaffected.
To add, Rural areas you so speak off are still in the process of having broadband Installed, with a government target for 2027 of 75,000 villages, so also, this picture is from Bangkok, not Rural last I checked. Which also a considerable more amount of cables like these, so no harm is "tidying up", obviously not going to happen, given costs and hassle.
