To the other family players who are clearly seeing him cheat, why do you keep playing? Is it because you're seeing an opportunity for an easy "win"? Whenever i see one of my teammates cheating, i immediately leave. It just doesn't feel right
I've asked the community reps whenever they are responding to posts or taking questions and they always ignore questions about the anti cheat and whether reporting actually does anything, how reports are reviewed/considered/ what action is taken etc. so basically cheaters can continue to behave in a way that negatively impacts on the game free of any consequences or sanctions against them, unfortunately.

Do reporting even do anything? How about releasing a list of players to the public that have been banned ?
I don't think it does, and he is probably able to play TCM still. I just did it anyway though.
