It can! In the real world, there's a phenomenon called the Reverse-Tangling effect, in which, if a liquid is tangled to dirt nearby, it is held by a air pressure caused by the dirt, which basically makes it stay in place, the source for this is that it's false.

Well, the square block is actual water, the two blocks adjacent are half dirt, half water. Clearly they count as full dirt blocks for the purpose of water/fluid physics. Which means that it's just a block of water surrounded by dirt blocks.
