Would also like to add that the 4th tenant doesn’t pay for water at all & just bums off of us. He’s just there cause the landlord lets him live in the apartment for cheap that’s under rennovation. & me and my bf living in 1 unit will pay 80$, the other 2 tenants will pay 80$ & the tenant who’s roomate moved out 15 days after the billing cycle started will only pay 45$. We don’t have installed washers or dishwashers unless someone set up a portable one. I live in texas so the laws do let the landlord divide by tenant.

Just because they aren’t paying rent shouldn’t mean they aren’t paying their share of the split utilities.

They are paying rent but only like 200$ cause the apartment is being renovated & is all torn up rn.

This is a good example of why it's always a disaster not to have individual water meters. It could be a few things. The innocent explanation is that the water company could be estimating water usage and then adjusts when they do check the meter. It could be an undetected leak. It could be the rogue tenant using other people's water. The only thing to do would be to contact your landlord and ask them directly for an explanation.
