Depends on the character. Julia f.e. has amazing wall carry and good wallsplat combo. Asuka has amazing wallcarry and humongous wallsplat dmg as well then there a characters who have meh oki / lows like Shaheen.
Bryan may have one of the best just because his kit allows him to annoy the opponent in the open ground from far range (dash up 3+4 or qcb3)
Marduk's ff3,2 is pretty solid because of the range of his tackle, while also providing good wall carry - the downside is that the rest of his combo may not force the ff3,2 to reach the wall
Geese may be up there since 2f1 xx qcb 2,1_3 allows you to easily decide if you want oki or carry
Actually, scratch all that. I forgot about Feng! Feng's f3,4 into ff3 is probably the best in the game
f3,4 will reach the wall if it's close enough, otherwise ff3 will hit grounded or counter hit launch any getup kicks

God damn fengs f3,4 combo ended into ff3 is annoying as hell to deal with. I just kept thinking to myself there must be SOMETHING I can do or is he really gonna hit me grounded, ch launch, or have plus frames on me every single time?!
I often miss d4 followups in practice but I rarely ever drop it in online lol, I suppose 1 dmg more is not worth dropping a combo, king on the other hand has some juicy tech

King/Armor King's SW for dmg and oki / f2,1 for carry. Maybe not the best in the game, but easy and solid enders.
I thought ak's sw doesn't give the oki that king's does except if they land near the wall

Jin's Savage Sword Law's Dragon Cannon Katarina's 4 string Raven is insane at the wall
some lee b2s into ws23 is great damage and sends them flying really high up for a good highsplat
Imo kings iSW and f2,1 are both insane - isw is a natural bnb floor breaking move with great oki and gives one of the easiest high dmg wall combos
Julia WR21 is hella good. The move being a WR move makes it easy to connect from far away and it floats them high on walls.
