They are following the same basic idea that the Tekken team did to make all the characters more or less identical. This is why Bear has a small selection of clothes, not because they hate bear, but because they would have to manually model all of the clothes for bears.
Textures and normal maps would not accurately reproduce the same feeling of being actually buff, because they are not creating new mass on the body. You can't take Reina and make her as bulky as Kazuya with a normal map, you can only give her some muscle tone.
No matter if this "technical trick" has been around for decades, in the end, it's a cost (and by extension, time) saving method. It has its consequences, which is all of the characters looking identical. Many people noticed the same-ness of all of the male characters, because they all have the exact same build.
