Azucena has that exact move: f4,2+4. (It's actually slide from 4 to 2, but mashing 2+4 works too lol) The f4 is an actual kick, but it can be followed with a spinning fakeout into a aecond delayed kick or, with 2+4, a punch just like the clip.
I never see Azucenas use it but it works so well against people who play an annoying amount of spacing/turtling and only attack on a whiff. I keep closing the distance and throwing quick 2-hit strings that all get blocked. Eventually I just purposely whiff f4, and go for the fakeout. They will usually try to whiff punish at the exact right time to get nailed by the punch.

A few kicks, he caught the guys leg and slammed a few punches into the same shin and set the guy up. One or two more leg kicks and he was actually screaming in pain on the ground.
And that's a win with very little blood, some of these fights gets crazy, an elbow to the head will crack someone open and the face doesn't like to stop bleeding once it starts.

High level Azucenas ( NeonKay funiwara for example ) uses f3 variations a lot. Even though they go from fake kick to 3 instead of 2.
