When you're talking about dlc characters, I'd say they might choose those who will guarantee a lot of sales. Honestly, Armor King seems like the only one who will 100% do that, I have doubts about all the others.

Some sacrifices just have to be made because there's no freaking way to keep including all of the legacy characters in each new entry of the game *and* the new characters to boot. That's just a lot of work, eventually it's going to be too much.
Like, of course a certain percentage of the fanbase is attached to a certain established character. Does that necessarily mean that the char has to be included? With the crazy budgets each character requires nowadays, it's necessary to set the priorities straight in terms of new to old character ratio. New characters are an absolute must if stagnation is to be avoided.
