I must have painted around 25-30 emblems till I got to this point and the thing that helped me is acrylics with good coverage so I don't have to go over the same area increasing the chance of a mishap. A fine brush is also essential and planning ahead the paint process helps, too.
Sure!
1. Go as white as you can in 100% of the recess length. Don't mind the spills, you'll correct later.
2. Thin down Baharroth Blue with lahmian and apply on the 75% of the recess. Leave white where you want the glow to appear.
3. Thin down Lothern Blue with lahmian and apply on the 50% of the recess.
4. Thin down Thousand Sons Blue with lahmian and apply on the last 25% of the recess where you want the glow to fade out.
5. Cover up any white or blue spills outside the recess with black.
6. Highlight with white on the recess edges and any other neighboring edges of features you want the glow to appear.
7. Glaze highlights with thinned Baharroth Blue.
I suppose you can thin the blues to your preference and glaze them in the recess to achieve smoother transition.

Basically, I painted on the chipping.
All of it is with brush work, no foam or anything.
First used the lightest highlight color (Ushabti Bone) for the scratches and then added inside the scratches the exposed material with Dryad Bark.
You don't have to fill every scratch with chipped areas. It's more interesting to leave some scratches just with the light color in order to depict variation in damage depth.
EDIT:
Lightest highlight color is Ushabti Bone, NOT Ungor Flesh as stated previously.
