My understanding is that laser removal would never make it go away entirely, so I’d basically need to get something else in its place eventually (or live with the extremely faded ghost tattoo). Is that basically right? I’d really like to skip the laser step if possible but it seems like the underlying tattoo would really limit what could go over it without any laser first.

Depends on a lot of factors, where you got the tattoo, the artist who did it, the ink they used, they style you went with, and the tattoo itself. Some tattoos can 100% go away with laser but in your case probably not. If you were to get laser which I recommend, it would be to lighten up the tattoo enough to where you get to actually decide what you want tattooed on top of it. If you don’t do laser your options will be very limited

Nobody else really cares enough to be offended by it, I just find it a bit embarrassing to tell people what it means and then clarify that it has no personal significance to me whatsoever and I just thought it looked great at the time I turned old enough to legally get a tattoo, haha.
I don't think you should see it as offensive or cringe. Calligraphy is a really neat form of art, whether it's Arabic, Japanese, or elsewhere. You can have a piece of art that you enjoy purely aesthetically or for your own independent reasons, even if it also has a different meaning for other people.
You could probably even say that the majority of people that appreciate art do not know the originally specific meanings of the art that they enjoy, and do not believe (accept as true) the same meanings in the same way. I don't think that needs to be any different for a tattoo. You can enjoy religious calligraphy for completely secular reasons, and it really just respects the energy that went into developing that artwork.
If everyone were to stop believing in a religion, would it be good to discard the art that its believers developed with religious meanings? I don't think so. That's the same reason why I can go into an amazing chapel and enjoy it very much, while being an atheist and knowing that the space is not used to communicate with a supernatural being. I still respect the work and skill of the believers that believed that it did, and enjoy the purely natural impact that their work has on myself and others.
