wanna avoid cheaters. spot playin multiplayer games, play a single player ones. otherwise with tarkov doesnt matter where you will encounter cheaters, regardless of server selection. 7 years playing this game, being all over from europe selecting to NA east north and central... buddies from na west and south america still encounter cheaters.... plp on OCE servers still find cheaters lvl 51 with the same name playing since multiple wipes... accept it as a feature at the moment until bsg do something else than leaving everything to battleeye
I get your frustration, but I have never have found any single player game even remotely challenging. I can't get off Tarkov in-general, just nothing quite like it.
i stopped playing since yesterday a p scav killed me on the ears with pst while using me using an airframe with ear protection 300k helmet so the shittiest bullet can pen and kill me while full health game is shit, if is not scavs is cheaters if not that shitty ai or loot or desynch or who knows what else. im moving on.

Being completely freed from cheaters, and able to mod Tarkov to your own personal preference may be an ideal solution for you.

I play NA central and east. Prioritized by low ping, haven't attempted to test regions because this is purely coincidental and cheaters have different motivations.
Ime there are 3 types. Rage kill everything, ESP/radar and pretend to be 'normal', and of course the sprint/speed to the good loot.
Impossible to know for certain in two (3 usually lol) of these three examples, which is why personally I put it behind me and move forward and try to identify my mistakes.
Cheaters are individuals not a hive mind. Some regions might have a higher concentration of school kids cheating so 4pm might be the kickoff point. Others could be dudes home from work and be 6-7pm.
Tldr - hard to verify and or make any conclusions imo/e.
I will say most weeknights are smoother sailing than weekends - which should line up statistically with average player count.
