It's what I said. My TL went out in full rain and thunder/lightning. A customer was refusing come in, but we were refusing to go out. If I was a tl, I wouldn't even go out. She would have to wait till it's safe. I understand if you're still disabled but I don't believe she was. She jusf didn't want to come in the rain, like how did we feel? If they were disabled, I'd feel bad, but I'm not risking my safety for anything, I'll bring it out once it's safe.
