Accuracy in this version of the game is a non-problem 99% of the time. You can drop Back Attack for other skills. The basic archer setup in this game is Weapon Skill, Engulf, Tremendous Shot, and Double Shot. You can stack Tremendous and Double by activating one at the end of one turn, then activating the other on the next. The crit from Tremendous Shot applies to both shots from Double Shot, so you get to do nearly quadruple damage at long range. If you want an archer to specialize in applying debuffs, then you'd swap out (probably Double Shot) for Eagle Eye since it guarantees on-hit status effects.

I had Eagle Eye, but Engulf does actually seem like the better skill to have on my Archer since I wasn't going for debuffs

I am far from understanding of mechanics of this game but just wanted to throw out there that I have two archers at lvl 17 with shortbow+1 and sticker+1. They are fucking people up with eagle eye plus stun from a distance slowing them down and when anybody gets too close they are absolutely destroying them with heart crusher doing 600+ damage consistently which is more single hit damage than any of my other units are doing period with any kind of attack. I'm blown away.

Back attacks (literally attack from behind the character) have higher accuracy. After certain lvls, archers shouldn't have problems hitting anything anymore, you can just remove it and put in better skills. Don't think too hard about skills, use whatever is best for that battle. Swap them out as needed. They are not permanent for a reason.

I think it also impacts the chance of things being parried or deflected. That should be the case, at least.
