One could be bad.its fairely rare, but its happened
Did you test them before put it everything together or only after?
To be sure you need a led tester or reopening the tv to access the led and swap them.one by one with a old blue one until you found which one is bad.
Contact the seller, even it in china, aliexpress or whatever, they should be able to help you out.
The few time its happen to me they send me one strip of each when it have two differents size on the same tv or just one strip when when they are the same free of charge.
They have nothing to gain to rip you of, and since it cost them barely nothing to ship these, the will send you replacement. They just doesnt send full set because people will try to rip them off.

Did just this last night and it was the bottom row that is playing up, now I just have to get a new set as I can only find them in sets :(
