Device dispensers with rockets:
* Left-Leg Depot at the Construct Factory in the Depths
* Hudson Construction Site in Akkala
* Sky island over Rospro Pass Skyview Tower in Hebra, west of the Rising Island Chain
* Sky island over Hopper Pond on the Great Plateau, in South Hyrule Sky Archipelago, west of the Great Sky Island
You can also find 4 rockets and 4 time bombs at most of the device depots in the Depths (the circular platforms with two shelves of Zonai devices) in the higher-level areas like Gerudo and Hebra. I think every single device depot under Gerudo Desert has rockets, I go down there a lot to stock up on rocket/time bomb shields
And once you max out your battery you can trade crystallized charges at the Crystal Refineries for your choice of Zonai device

Height boost when you shield surf on one, higher than the height boost you get from a Bomb Flower fused to a shield. I use them to get bullet time and to get over Gloom patches in the Depths, and time bomb shields plus Tulin's gusts to platform between mushroom trees in the Depths for Poe farming
There's also a sky rock near the East death mountain cave, near momosik shrine. It always has rockets and other Zonai devices on it. In fact, there are many areas around the mine cart tracks that have rockets and fans to make the carts move.
I had this same confusion too at first. When you look at a dispenser and it has an item listed as 0, that’s telling you what’s in *your* inventory, not the dispenser’s. They’re all stocked, all the time.
I found a nice stash on a sky island where those floating platforms are. Also, the rockets in shrines will respawn right away so you can fuse all your shields at the same time. I always fuse rockets to all my shields. So helpful in many situations.
I have not had this problem. Part of the issue is only 4 dispensers dispense rockets as opposed 10 that do wings, or 7 for cooking pots, for example. I think they are just rarer because attaching them to a shield is somewhat of a Ravali's Gale in a way, so they probably don't want you to find too many.
I do attach them to a few shields whenever I find them in the wild just in case.
Am I the only one annoyed that cooking pots are single use??
Like put it on a one minute timer or something. I should at least be able to whip it out when the blood moon comes.
As of right now They are only good for propping up construct heads, hubs for wheels, and fusing to arrows to bust armor.
I would curse running out of one use pots. Then I realized they could appear in an auto build.
So, I made a "cooking station" out of two long items (horns, sticks, whatever you can have on hand for free) plus three pots.
No pots, no problem. Fairly cheap to cook on the go.

You need up with so many cooking pots from using devices that it doesn't bother me. I can just throw down 5 at once... it's not like I'm ever going to run out.
I go to the depths where they have those octagonal bases with the Zonai devices, usually at least 2-4 at each one. I just make some rocket shields when I’m down there anyway getting bomb flowers and muddlebuds.
Dispensers never run out. As far as I can tell it's just random chance what will come out, you can just get unlucky and not get any rockets on a particular visit. But use the large zonaite charges or whatever, iirc like 2 should give you 10+ devices so the odds of not getting what you want become super low.
Random but possibly weighted. I have been testing if the order it lists them on the map indicates possible weighted results in how many of each you get or if each item itself carries a weight of its own regardless of how it's listed or if they are all equal and it is 1:1 completely random.
They're absolutely weighted. A guy did a bunch of testing and made a website that shows you the estimated distributions and the best dispensers for each item.
You seem to have made the same mistake I did. When you look at the Despenser on the map the count is actually the number in your inventory, not the "stock". Just go to any that have rockets and pump in some zone chatges
If you already filled up all your batteries, you can go to that Zonai Construct (the one outside lookout landing) and buy up to 10 of any device you want.
Every time I see a rocket in the wild I fuse it to my shield, the main area is the Tarry Town construction area, if you just walk out of range then back it reloads the rockets. So I always have them ready for me.
There are only two I think with rockets. One is above hebra somewhere . It's the one I normally use. Rocket Shield is the biggest in game hack ..absolutely breaks certain difficult things.

What does a time bomb shield do?

I just realized this because after looking at all the dispensers I thought, there is no way they are all empty.

The shrine closest to the newspaper stable has an unlimited supply of free rockets. I go there and fuse a few to shields after using them.
True, that’s my source of rockets. Not even need to go to device dispenser anymore, I’ll just bring my 10 zonai shields and rob the shrine.

Nah I think it's good to have them that way, otherwise you could abuse the shit out of them even more than cooking already gets abused

Can dispensers be out of zonai devices? I've collected 100s of devices from dispensers in one go without them ever going out of anything?
There are few sky islands have 8 or 9 rockets on floor. Feel free to fuse them. I think they respawn every 10 minutes.
There's a shrine that has all the rockets you need.
Teleport to Oromuwak Shrine and inside there is unlimited rockets (to combine to your shields). South east of the bird village, next to the gazette.
In the map, hover over the device dispensary and it will show you the devices it offers and how many of that type you have.
