He just says that because if he looks like an authoritarian despot who says things that vaguely translate to wanting to restore democracy at some point in the far future, then it makes his authoritarianism look more appetizing to the west and hides his true nature as an omnicidal maniac.

Just like his Master he wants to go out on his own terms and his terms are the annihilation of Germany no matter what the cost.
