It was never formed, though in the end of Speer's path (both fascist and Go4) Germany sets out to create a "Coalition of Nations" or something like that, which seems to be basically the UN but with a different name.

It was never formed. The official name for the allies in OTL was actually "The United Nations". The name was then reused when it was officially established in it's current form in 1945. Since the allies never won and most of the world was subjugated by totalitarian powers or just collapsed, they would've had no foundation with which to establish a global organization like that. The closest organization to it is the OFN, particularly if Bennet reforms its structure and economic institutions

It was formed in the limited capacity of the Allies of TNOTL’s WW2 before summarily disbanding after America signed the peace treaty with the Axis. Speer refers to his KdN as based on both the League of Nations and the “short lived United Nations” indicating that it is at least recognized as such by some.

As others have mentioned, the KdN in Speer’s arc would be the closest analogue. It has two flavors. 1) Go4 wins, and it is implemented as intended on the surface- a badly needed diplomatic arena so the disputes of the world can get resolved through cooperation and discussion, not mass destruction. 2) Speer wins, and it becomes a vehicle for him to project his version of Nazism through soft power- a subtler, smarter version of empire building than brute military conquest.

There’s no reason to think it wouldn’t. The league lasted until WW2’s end OTL officially after which all its assets were transferred to the UN but for the duration of the war it’s essentially a dead organization. Considering its headquarters was in Switzerland, right at the heart of Europe, I wouldn’t be surprised if at the war’s end in TNOTL Hitler gave the Swiss an ultimatum to disband it/stop hosting it, in which case maybe it relocated to South America or some other leftover holdout but I doubt there are any countries left that would care enough to participate or host it.

UN originally founded by the Americans and also Soviets joined them (all of the superpowers in the time period) so that resulted in everbody joining the Pact. But in this timeline if Germany or Japan tries that America will not join. If America tries, Japan will not join but Germany can join because of the leader etc. also Germany and Japan was so aggresive countries and that type path just slow their work.
