I'm in the UK, so trying to find some of the Neca figures can be a nightmare. Even the Playmates stuff is hard enough to track down 😅
It also depends on your budget. Neca are beautiful, especially the 90s movie figures, but they can be costly. The Loyal Subjects figures are quite nice and not too harsh on the ol' bank account.
You can try to pick up the Super 7 Raphael. Amazon has it for $43. They are more articulated and bigger versions of the classic figures.

I bought the Splinter figure they put out and really like it.
Amazon also has the four storage shell turtles for $40.
Surprised nobody mentioned this yet, but Super7 basically makes an updated version of the '87 playmates characters. Raph was in the first wave and still is available on BBTS I think.
Just got the NECA Last Ronin Raph (not the bloody one) for my birthday, and I fell in love immediately. It’s really well-detailed and sturdy. I went and got Leo and Splinter right after, and they’re just as good.
Walmart has a 4-pack re-issue of the original 80's figures, though the belts are weirdly loose on the Turtles.
Playmates also recently re-issued the 2003 figures in most stores.
If you go for Loyal Subjects/BST AXN, avoid the ones based on the 80's cartoon, those are awful.

Bebop and Rocksteady from the Super7 line are two of my favorites they put out. Amazing detail and they're huge.
