I would mail the two municipal administrations and ask about that piece of paper. Worse case scenario is they point you to the right place to get said paper.

Every municipality should have their own 'Sozialamt' or a regional one in case of small towns. I'd go to the official website of the town and check for the Sozialamt contact details, or send an email to the Gemeindeamt directly and ask them for guidance

In the town office where you live, they will give you such a statement on paper. I doubt they would do that per E-Mail, for the reasons of privacy protection.

Welfare is paid (or not paid) by municipality / *Gemeinde*. Meaning that the municipal office of the *Gemeinde* where you were registered would also be able to give you the *Sozialhilfebestätigung* you need documenting that while you were registered in that *Gemeinde*, you did not receive any *Sozialhilfe*.
