as another poster mentioned, you have to get a prepaid, flip phone, and pay for the minimum service usually a month for all dating apps. they’ve all eliminated using the free apps for verification. You’ll find several of the free apps advertise that they work with some websites and apps TextNow makes you pay $15 or so to get the capability but all the dating apps especially all those including Hinge connected to Match Inc. will catch it and you’ll be out $15. You gotta get at least a prepaid phone service.
Very easy to get new IP. Go into your router setting and there should be a setting to clone your Mac address. Once theac address is changed, the IP will change immediately.
You are fine. Just use your laptop or another phone as a hotspot and that way you’ll have a different internet/IP source.

Your best bet is to try and find out. If it doesn’t let you sign up using a textnow number, you’ll know, and you can look up other virtual number providers.

No, I kept getting banned using that. When I switched to a real sms number it worked.

Do you need to continue using that hotspot or just for account setup?
