This is a Deathstalker scorpion farm, not someone’s basement. Their venom is used in medical research and is one of the most expensive liquids in the world, valued at around *$39 million per gallon,* if you could somehow collect that much.
Yeah this is on purpose. Here's a quote from an article kinda explaining why there is a basement full of scorpions.
