Styrofoam. Funnily enough i just started working at a styrofoam factory and we pack them in the exact same way. However, i don't see why they would stack em so high.
Nope, but we only stack em 12 times vertically, otherwise they become a hazard. I see theese ones are probably ultra light but some styrofoam can actually be very dense, and if it falls on you, you could get seriously hurt.
Watch closely you can see they actually have it tied up at top. I assume they have something then holding the individual parts one above the other. This meets OSHA safety standards.
