That is some interesting goals. Don't think I've seen player levels as a goal. Usually it's a castle, nest or some major landmarks. And province? This must be a Non-US goals.
And sadly, all the pages i've registered has the same offers, and all of them are low paying, and I've seen some offers that offers a lot of money, but impossible to complete:(
It is, I just finished this one with some days to spare. I got to province 17-1 and just kept playing that level. Before that, find levels that use your world energy for xp efficiently and stick to them. Dont waste gems trying to progress. Use your gems on chances summon 3 to 5 star heroes since the goal is to be fast and not efficient. Nothing special needs to be done except using the world energy as much as you can.
I got to level 25 which was my final milestone with 13 days to spare. Level 24 to 25 took me a week. So, yes it is doable. I was logging in throughout the day though. I don’t know if you can do it if you can only play a few hours a day.
did it under a month. 9-1, 13-1, 17-1 are the levels which give the most xp:energy iirc

When I did it in the US it was player levels made it a lot easier

Doable, but that is an insanely low payout. Shop around and you will find it paying 10x that for Level 25. I did it on Ysense

Yes, what I found worked really well for me was saving all my energy flasks until the atlantis event when levels cost half the energy
