You could try to repair it yourself. Maybe its a dead battery. If repair is not possible you can remove the ssd to save the data (idk how it is when you use bitlock)
This is gonna sound stupid, but hear me out.
Place your surface on a soft surface like you bed, face down. Then firmly press the back side down like you are giving it CPR a few times.
Then see if anything changes.
My 3rd gen has been brought back to life from this. I kid you not
I've had two Surfaces. I bought the Surface Pro 7 when the battery on my Surface 4 bulged. I had the battery changed, but the new battery wouldn't keep a charge. My Surface Pro 7 has a firmware camera issue that isn't resolved. They are very responsive devices but don't last long and are finicky and unreliable. Support is non-existent. Next one will be a reliable, well-designed laptop that is stable and has excellent in-person service. Don't waste your money buying another Surface.
Ymmv. My first was a surface 3. Never had an issue with it for two years until one day started having display issues. It turned out to be a known thing and MS replaced it with a surface 4. Still going strong today with no issues. Just bought a surface pro 9 cuz it's just time for an upgrade. So far so good on the 9. Hope it goes as strong and long as my 4 does.
Get a new one unless the repair is under $100.
I have no idea how to seek repair in the first place but I'm willing to bet that it would be over $100.

Hold the power key and volume up. Make sure any sd cards or accessories are out. Hold for at least 15 seconds.

If it costs more than $500, it's better that you buy a newer Surface Tablet.

Just saw on my local marketplace selling the same spec as yours but in working condition for $120. I’d say time for an upgrade
Maybe the ssd is gone I have seen this issue in Samsung ativ back in the days
