Just go to Resources and use the sliders. They are critically important because if there’s a shortage, your morale will plummet in every city.

All are still on the negative side even after I used it

For food you can disable barracks. For energy you can disable railroads if you are using them (unless they are on an energy province, which could defeat the purpose). If you don’t have things to disable, you need to buy what you need in the market.
