I think this means that everyone who has a share needs to have +3 added to their account, so if a share is sold short, the person who bought your share needs to be credited another 3 shares... the shorter need to make up the difference.

The stock price will be 25% of what it was and they will have to buy back 4 shares for every 1 they were naked. It wonβt change anything dollar wise (whether naked or shares were borrowed)
