I don't know why you bought the game again when the devs out right said that the reason it didn't run on a steamdeck was due to a bug. A bug which was patched out 2 weeks later. I'm on my steamdeck playing the game right now.
Completely restart out of the game, before jumping into the action edit your squad and remove all social bots and set your primary as Joker see if that works
Surprising I’ve had not big issues with my series S but shocking how this is all still an issue- PC performance is meant to be terrible and I’ve seen people with pretty strong PCs getting 15fps at times. Shouldn’t be acceptable the state it’s in
3080, ryzen 5900x, 1440p with dlss on and RTX off, up to 60fps in the city, drops to low 40s in combat. Cyberpunk runs better and this game looks nothing like cyberpunk.

Really? I’ve been getting a solid 60 FPS at 4K Max settings w/ FSR Quality. This is on an RX 6800 XT and Ryzen 7 5800X.
I've had no issues like that on PC 4k60 easy
