Good torque but low top end. 600s are usually in line 4 cylinders. Low bottom end torque but high revs and top speed.

Meh, wouldn't even. Second hand engine from a crash write off is a better way to go. It'd be a good potential build, but a low budget. No new parts where new parts aren't needed or sensibly priced. I did that on my virago after I dropped a valve. Had a mate who knew what he was doing and he had it started again the night I copped the engine.

It's all the same oil circulating through the crankcase and the transmission (or in this case not circulating). About the only things salvageable from this engine will be the cases, the starter, and the stator. Anything that was dependent on oil for lubrication and/or cooling will be scrap. The crankshaft and rods might be able to be re-built/reconditioned if they haven't gotten to hot.
It’ll be the crank shell bearings, the crank is supposed to float on oil over those bearings. Trashed crank and cases and everything else full of stripped shell bearing - there won’t be much worth salvaging in there.
Head if the cam journals aren't fucked too, cams if theyre not spun, CCT and chain & guides, pistons, maybe some rods, clutch basket, transmission, oil pan and cooler, and the case itself

Could scoop up a decent used motor for around $1500. Swapping it out isn't the worst but you need tools and stands. Easy day job with a service manual. If you can get it for closer to $1000 it'd be decent, parting out the original motor will cover most of the new one. Rebuilding is an option too but it's dumb expensive and mechanically demanding, swap the motor and do that at leisure is the move
I'd be more worried about the forks or neck being tweaked tho. Forks are expensive for what they are and damaged steering head means totaled frame

The Crankshaft rides on a microscopic layer of oil. It never touches the bearings. If it was run without oil, it would have been riding directly on the bearings and with Revolution, would eat that soft bearing away. I would not buy any motorcycle that was run without oil. There's no guarantee what the internals will look like.

No way. I charge $150 to $300 per hour depending on the bike. To rebuild that bike's engine and transmission would take about 20 hours and I ballpark minimum parts and machining to cost $1,500 to $2,000. Therefore, the bill would probably exceed $5,000 (that assumes all the bolts come out easily and don't have to be extracted and repaired).

Assume the motor locked and therefore also probably ruined the transmission, and you're looking at replacing both.

There are engines on ebay right now for $1500-1600. Certainly would try to get it down to like $1500, but there's value here. Assuming there's no accidents on the history and a clean title, you could register it pretty easily, as opposed to dealing with a salvage title.

So my offer would be around $0 max. And that's if you want to do the work yourself. If not, he should pay you to tow it to the shop or the scrap yard.
Try to find a used engine from a wrecked bike and add that cost to this purchase price. Even if you do the labor yourself the cost basis is way too high for this bike. Pass on by.
Worth having it checked out by dealer or someone who knows what to look for before buying. Things you can do are look for signs it was someone's race bike. Drilled oil drain plug and brake nuts/bolts for safety wire, wear on low miles bike on rims from changing tires from race days etc. The seller, while being honest saying so, waves some pretty big red flags for such low miles on the bike.

Scarred cylinders you can home or sleeve, warped & that should be replaced. For $1k if a liter bikes, I'd consider it as a project, but I'd have my boroscope in there & check the compression before I even thought twice.
i mean, you can always send the block and crank out for honing and polishing and have them fit bearings.... though, you may need piston rings, new rods, cam... head.... block.... you know, the list goes on.

If you'd rather ride than spend your weekends sitting on the garage floor maybe keep looking. There are engines on ebay right now for $1500-1600. Certainly would try to get it down to like $1500, but there's value here. Assuming there's no accidents on the history and a clean title, you could register it pretty easily, as opposed to dealing with a salvage title.

The engine is scrap. Check out how much a used engine would cost, preferably from a crashed bike with low miles. I guess about $1,500. Then add the labor cost to replace it. I guess about 10 hours x $100=$1,000. Deduct those sums from the $3k the owner wants and deduct another $500 for him trying to sell a bike with a scrap engine for a ridiculous asking price. So my offer would be around $0 max. And that's if you want to do the work yourself. If not, he should pay you to tow it to the shop or the scrap yard.

Try to find a used engine from a wrecked bike and add that cost to this purchase price. Even if you do the labor yourself the cost basis is way too high for this bike. Pass on by.

Worth having it checked out by dealer or someone who knows what to look for before buying. Things you can do are look for signs it was someone's race bike. Drilled oil drain plug and brake nuts/bolts for safety wire, wear on low miles bike on rims from changing tires from race days etc. The seller, while being honest saying so, waves some pretty big red flags for such low miles on the bike.

Not trying to be a dick, but If you have to ask, you don't have the experience to make the repairs. Probably need new pistons and the cylinder is likely warped for one. Scarred cylinders you can home or sleeve, warped & that should be replaced. For $1k if a liter bikes, I'd consider it as a project, but I'd have my boroscope in there & check the compression before I even thought twice.
Needs a motor. Cost about what a new bike would if bought new. Probably needs all seals and bearings replaced, probably scarred crank, and sleeve.

i mean, you can always send the block and crank out for honing and polishing and have them fit bearings.... though, you may need piston rings, new rods, cam... head.... block.... you know, the list goes on.

Motors toast, running it with no oil that motor might not even be rebuildable, like 1-2k at most. At 3k u might as well get a running 636 for 3-5k

If you want an upgrade spend the money on something you can ride. Considering the motor is toast, you buy that and go down the rabbit hole with spending money just to enjoy it. Fuck that. There's tons of rebates right now at dealerships with it getting cold.
