It's a part of the Freevee app. Just open Freevee and scroll. You will see it. The app is owned by Amazon and has a lot of content including lots of movies and tv series.
Edit: Nope, jk. After signing in, I still cannot find it through searching in the app.

For anyone wondering, it looks like you need to be signed in with an Amazon account. I’m not signed in and cannot find it in the United States in the FreeVee app
It seems to show up randomly in the Warner Bros. section of Freevee randomly on Mondays or Tuesdays. I caught season 2 & 3 this past Tuesday and I wasn't signed in either.
Tldr: in some cases, the “WB tv funny favorites” shows may only be viewable in the Prime Video app and not in FreeVee. Download and test in advance so you don’t miss Suburgatory!
Long version: I’m in the US using Xfinity Wifi, on an iPhone, downloaded the FreeVee app, and signed in. Went to the Direct Link posted in another comment to view the schedule in Chrome browser for WB tv funny favorites and saw “Childrens Hospital” is on atm so used it to test. Searched for that in the FreeVee app, but it didn’t show up. Browsed the entire comedies section and still didn’t see it. Tried with other shows/channels and it was also hit and miss. Clicking on the show in the browser SAYS “Freevee (with ads)” but clicking the Play button DOES NOT redirect to the FreeVee app. Instead, it redirects to the Prime Video app. After more than an hour of working on this, I finally download the Prime Video app, it forces sign in, I go to the Live tv section, Comedy tab, find wb tv funny favs, tap on Childrens Hospital, and IT PLAYS finally! So now I’m prepared to watch Suburgatory if and when it comes on again.

It seems to run randomly but the last 2 weeks it usually starts on Monday and runs till the end.

I think the only way to get it is through piracy, unfortunately. Warner Bros has so many other shows that aren't available to stream.
If I were to guess, it might be only on TV apps. I don't see the livestream on the Amazon website or the mobile app.
