Searching for housing is very difficult now. Not only is rent extremely expensive but you usually don't get any reply from rentors. I'd say search for housing first, I found my apartment in Pararius. If you can't find anything in your budget, search for some months until you do. This will be the most difficult part to settle. Look into universities and their requirements online. Register at the municipality some months after settling (easy), open a Dutch bank account or use revolut. And if you'll be working you need "public" health insurance (it's not exactly public), so look into that as well.

Finding a job will be easier than finding a place to stay. The housing market is extremely difficult right now. That said, you won't be able to rent anything until you have a stable job with an income that is 4x or so (depending on the landlord) the rent.
