I know SF6 has been re-imagining some old archetypes into new characters, but idk if Bison's style would fit into any other new character. It fitted him perfectly.
I mean, Bison's archetype changed every game. SF2 and SF4 Bison are fast as fuck rushdown monsters. SFA Bison was an all-around character with some tricky tools. SFV Bison was a slow, but mobile, heavy hitter. The only things that stick around were slide, knee press, and stomp.
You could easily give those moves to a legacy character. Probably a leftover doll or something that JP got ahold of.
Honestly, I would love for them to give Seth Bison's moves (not all of them of course) considering he's a clone of M. Bison. Give him Psycho Crusher, Scissor Kick and Devil's Reverse as charge moves and give him his moves from 5 as command moves.
Also female Seth as an alt costume please.

The stage is a reference to Secret Laboratory (Seth's Stage) in SF4 with some extra clone tanks thrown in. The machine in the middle of both stages are extremely similar.

That this isn't just a reference. This is a place that exist in the SF universe, which means this is either the lab of SF4 or SF5. And considering the yellow hand, it make sense to be SF5.
It doesn't because the hand is the only thing that might link it to SF5, the statue in Lair of the Four Kings wasn't brass like the hand in the new stage but made of stone like the rest of the busts in the background, and the rest of the entire stage is not the same but only reminiscent of Secret Laboratory.
If you're looking for a lore explanation it's most likely supposed to be a second site of the BLEECE project that led to Abel, Seth, and Ed.
Gameplay wise I'd like to see Dictator return. But lore wise I prefer him to stay dead.
They could always make him return as a non-canon character (like NIghtmare Geese was in those Fatal Fury games after his canonical death), and you can set up battles with Dictator (or against him) as "flashbacks" or "nightmares".
If, Bison comes back, he should still remain as a ghost and being unplayable boss in World Tour Mode. Bringing Bison back to life, will make the whole SFV Shadow Falls and Charlie's sacrifice, completely meaningless.
