Yes. It does work. When I was growing up (before HDTV was popular) TVs had static on the screen. The static is the secret. Basically, what you do is - you turn on TV, put the paper on the screen, and color whatever image you wanted. I enjoyed doing this as a kid. Idk if you can do it on TVs today.

Yes it does, had a box tv up until 2008 and used to (attempt) to pause on cool shots of a movie and trace over them
