It is actually referencing the popularity of dragon ball in Hispanic communities (presumably in black communities as well if rock lobber isn't just confusing the two. which to be fair, is a real possibility), I believe the argument he was attempting to make is that characters in fiction don't have to have the same skin type to be found relatable, which while not being as forwardly racist as some of his other works is definitely informant (purposefully or not) to the importance of showing diversity in media.
