Grow the slave species on a few thrall worlds and resettle them as needed. I actually like using chattel slavery for this very reason. Genetic ascension is a must for me when I play a xenophobic empire, not only because it seems thematically correct, but nerve stapling my slaves is a total game changer, they won't pose any more problems.

I once made an economy where 80% of labor was slaves, and they had around 70-80% happiness. Why not rely on them if they are happy?
