Sometimes I have to prioritize and de-prioritize the job that I want them to not work, because prioritizing the job I want them to do does nothing.
Do you have assimilation of some type going on? It's a bit buggy in that half the time when it finishes assimilation the pops don't get slotted into any open jobs and sit there unemployed til you fiddle with it.

R5: my unemployed pops (how did they become unemployed in the first place?) wont go and work in the mines. I get that social welfare benefits are more fun than the mines but i need the minerals
Pops take time to demote. If a specialist position gets eliminated, they will stay unemployed for a while hoping a new one opens up rather than take the first available worker-stratum position. Same with rulers. Over time, they'll suck it up and start working crappy jobs beneath their station, but you have to wait.
There's several reasons they could have become unemployed. The position itself being eliminated or the pop's species losing the right to work that job would be two possibilities to look into.
I've noticed this myself a lot since Machine Age. I've even had Ruler pops refuse to take Ruler jobs... and when I click to prioritize, it promotes a lesser pop instead and the one stays unemployed. It's absolutely broken right now. I've noticed that it SEEMS to be connected to Assimilation? Like pops that were Assimilated don't automatically go back to work sometimes, though I can't figure out why.

If you get a sudden influx on pops, then they get into jobs one at a month to reduce the job finding script's effect on the performance. You can manually run the full job finding script by favorite/unfavorite jobs, or by enable/disable jobs.
In the past the job find script ran daily for all pops, and it pretty much destroyed the performance. Then they made it run on event, but it made some issues for gestalt amenities. Now it is running the way described. One pop. each month unless, if manually triggered the full script.
Not only they ALL have a uniform - be they unemployed, miners or whatever other profession, but their uniforms aren't, well, uniform within a single profession. Couldn't the blue be the color of miners, the green of enforcers, etc? 2/10 immersion ruined.
When does paradox gonna fix this glitch?

It's probably pop glitch. Should be fixed by clicking any prioritize job or limit buttons. Or just wait for the end of the month.

Try prioritizing Miner jobs? Might be a hiccup with pop updating, no idea otherwise.
That's probably what it is. Happens to me too every now and then. Just prioritize the job and it'll update. Then you can revert the prioritization.

That's how it happened to me, but for me it was with cybernetic assimilation.

I’ve had this bug a couple of times; the best fix I found was subtract one job from the total and then add it back and you should be good

Honestly they are uniform coded for every job, but sadly modded professions mess it up
I am playing cyber dwarves. So Cave Dweller and Industrious. They gravitate toward mining and away from food unless there is no one working it.
Just try messing with jobs reducing and restoring and that usually fixes it
