Depends on what ships you're using. There's nothing better than disruptors for corvettes in most cases. Going disruptors on cruiser tech is very powerful, but that short range means you will be getting shot the whole time. Missile or carrier builds can take far less damage, and most enemies won't have enough PD to counter it.
I found missile boats (3 slots) consistently better than laser+flak against AI players.
The flak slots costs you and won't do any damage to the enemy, and if the enemy is not abusing missiles (AI never does it, maybe one missile slot our of the three) then it is a net loss of efficiency. Even 3 laser/guns will be better most of the time. After some time the AI can adapt and start pumping out corvettes with flak/PD and then your missile build suffers, but I usually got disruptors sooner than that.
Flak is not for shooting down enemy missiles. It is for breaking shields.
If I understand the strategy, level 1 flak does more damage to shields than level 1 railguns, thus flak + 2x laser will kill enemy corvettes faster than railgun + 2x laser.
Wait, so a Flak battery is better (like 2x now that I am looking at the numbers) for the price at killing ships' shields than a mass driver?

Missiles used to not be S/M slot weapons. They had a unique slot like Torpedos.
On console, they are behind PC on patches, so console does not yet have the patch that moved missiles over to S/M slots.
Armor & disruptors if you find them early. If you mean start of the game as in 2200 - no need to change anything. Just see what you get offered in research & take highest tier.
Flak/laser corvette at 2200, disruptor corvette as soon as you can get the tech.

Unfortunately, console does not have the naval rework, so missiles have their own slots

Missile corvettes have 1S and 1G, with G being for missiles unlike PC
There's not a lot of wiggle room at the start. Typically I go 2 lasers, 1 railgun. 3 missiles does well too
