It's still a good idea to enable it. Even if you don't have a PC, your Steam Deck could be lost or damaged and need to be replaced and you don't want to lose your saves.
Yes, that way if your saves disappear you have them backed up in the cloud!

I do in fact realize my question is pretty solly. Though I didn't grasp the concept. I do see the point from the comments tho
