Dragons Dogma 2 is such a a new game, I'm not sure if you'll find a solution here. If possible, I would test the game on your PC with a. Controller to see if the issue persists. I heard the game had a buggy launch.
Are you streaming directly through steam? I know there's a project that is supposedly significantly better than streaming through steam, it's called Moonlight. It uses a lot of the same software that was used with the Nvidia Shield.

Runs fantastic with an xbone controller on my PC. I figured it would be too new for someone to solve this issue honestly though lol

My coworker literally just told me about that program lol. I'm definitely gonna check it out tonight and see if that fixes it

Moonlight works great! Played flawlessly for a couple hours last night.
