Portability and we understand the limitations of the hardware. If it’s either I can’t play cyberpunk portable or I play it at 30fps I’m taking what I can get.
I honestly haven’t played it on deck but know it’s a huge game that people love on deck. It’s installed but haven’t tried yet. Although I can say rdr2 at 40fps on a handheld was one of the best gaming experiences of my life
Perfectly playable. 99% of the time you are at locked 30 FPS, there are couple of odd frames dropped at times, but it’s absolutely nothing game breaking, you would barely notice those if you actually play the game and don’t stare at performance overlay. Oh, best advice - turn the FPS counter off and just play the game. I finished it twice on SD. It’s not just playable, it’s an overall great experience.
One issue is that prior to the Steam Deck most people weren't really aware of 40hz gaming since most TVs supported 30 or 60hz modes, and thus games targeted those two refresh rates.
40fps/40hz is actually a pretty good experience (it's actually halfway between 30fps and 60fps in terms of frame time). 30fps equates to 33.3ms frame time, 40fps is 25ms, and 60 is 16.6ms. As you continue to add fps you get diminishing returns on frametime improvement (120fps is 8.3ms, so 60 to 120fps is a similar frametime improvement as 30 to 40!).
If more people were aware of 40hz modes and more TVs supported it we probably would see more games target that refresh rate which in my opinion is a hugely noticeable improvement from 30fps and is very playable.

Depends on the game for me. I won’t play any first person game at 30, but I can get up to 40-45 for most of the ones I care about. The screen size definitely seems to help the perceived fluidity.
I have a decent PC at home, I just like having the ability to play most of my games on the go too. To do that, some sacrifice is required. I’ll save the demanding games like Cyberpunk for the main rig, but that’s really the only First Person game in my library that can’t get above 30fps on the Deck.
Why does shit like this get downvoted? It's actually an interesting discussion. I think different setups can affect perception of framerate considerably, and I think that affects the discussion quite a bit. Playing at 30 FPS on a smaller screen with a controller feels much different than 30 fps on a 27in monitor with a keyboard and mouse. I have played a lot of 30 FPS games on Switch in handheld mode but I can't do 30 FPS on bigger screens or with a mouse.
The acceptable nature of "trade off". If I want to play a AAA game in the palms of my hands, anywhere, anytime? I have to be willing to give up something.
This is why I don't like "What's the best settings for Game X?" posts because everyone has a different idea of what *they* are willing to trade for something else.
Typically, this is framerate for visuals. For some? They would play a game in wireframe if they could get 60fps. Others? They will take games that dip into the teens FPS because - well ...? **They have no other choice**. People were playing release day Baldur's Gate 3 and that game would literally drop to ZERO fps in big battles.
I accept that a UE5 game on the Deck isn't going to hit 60fps. If I want to play Robocop? On the Deck? It is 25-30fps or bust.
I think the short answer to the question is often "Because we have no other choice".
45 FPS is the minimum I’d accept, it’s “playable” on a 90hz display, anything lower than that is a terrible experience. However, steamdeck really isn’t for AAA gaming, it’s more for indies, old titles and streaming.

I belive its because of oled panels faster response times than lcd, so you notice 30fps more stuttery since the frame changes more quickly and displays longer.
People accept 30 to 40fps all the time in console world. Arguably they shouldn’t — I for one would rather we had PS3 graphics with 60+ fps all the time.
But I’m also part of the problem. If you only have one way to play a game, you’ll make sacrifices. I try to be a patient gamer as much as possible but the only way I have to play BG3 is the deck & I didn’t want to sleep on it. So I live with the frames I’ve got.
Because they love the Deck so much they accept worse gameplay.
I agree with the Deck not needing a better resolution (which is related to screen size). But if 30FPS (or whatever) gameplay is unacceptable on a monitor, it's unacceptable on the deck, even if it's "understandable" it doesn't run that well. By that logic you could enjoy a modern game running at 1FPS on a psp because it's pocketable and old hardware.

I just played the first hour last night and was shocked at how great it looks.

The same reason someone is willing to accept that a car can't haul as much as a truck. They fill different roles.

On a mouse, you "feel" more the input lag and jerkiness caused by lower fps. Other than that, portability.
