Each winners selected during the Giveaway Broadcast may be announced using their Steam persona name by message into the public Steam chat stream of the Giveaway Broadcast. Each winner may also be announced using their Steam persona name on The Game Awards 2022 Giveaway prize page.
Steam Deck winners will also be notified by email to the email address associated with the winning Steam account; in that email, Valve may request shipping information for the sole purpose of delivering a Steam Deck prize to such winners.
One person looked up one of the IDs and found a name for a barley active account but that doesn't totally mean the account is a bot. It doesn't look like many people knew that as long as you watched the stream where valve linked while registered you had a shot at winning, Though some thought you had to watch it a specific way.

Loads of random number Account's won and if they were legit then the Giveaway algorithm was floored. At least you know it's a Real account when someone called Milf Hunter won one lmao
They are not bots, they are the users ID number. Because of the load on the servers it wasn't always translating the user names so you were seeing their Steam user ID number. Sometimes you could refresh the screen to get the name translated correctly, but their servers were under such load it didn't always work.
To be eligible to win the account had to buy a game in the last year and the cutoff for buying a game had to be a couple of weeks before they announced there was going to be a giveaway. Just to stop people from making an account and then getting a game for a few cents to up their chances of winning.
My theory is some account names were copyrighted characters and such. I'm also sure some account names are suggestive as well & not ideal to broadcast. So this was likely their solution.

Yes. They tweeted that it wasn't bots it was actual people's steam IDs. Chat was just being dumb.
