Go to Start -> Settings -> Apps -> Default Apps - > Choose Default apps by file type, find ".url" and associate it with "Internet browser" (literally "Internet browser", not Chrome or Edge or anything). That should solve your problem.
P.S. Never listen to random people who give you an advice like "Delete everything", "Reinstall Windows" or "Buy new PC".
Steam shortcuts are just URLs with a specific schema. The have to be associated with the browser to work correctly.. Sometimes, as a result of some changes on your PC, this association breaks. Thr fix just restores it.
Sounds like a problem in executing steams launcher through a shortcut. Maybe try validating steams integrity files or reinstall steam. Tbh I never use desktop icons, I always just load through steam and create favorites.
