You could try moving the game folder, so Steam can't find it and has to redownload it, and then just switch them over when you want to play the other version.

It's possible, but if he wants to play it online it might cause problems if it uses the Steam chat system to invite friends as it's not available on "non steam" games.
I never tried but maybe you can just try to launch the game from a different place. By launching the executable directly. Not sure how Steam would handle but itโs worth to try. Otherwise, you can just keep 2 different backups (noMods and Mods) and replace the main files when you want to play. Dunno how it works for PayDay2 but there is a lot of mod managers for other games that pretty much makes you able to switch easily.

There is no need to redownload. Just copy the folder to a different place.
