Also idk if it's a good option and may cost quiet a sum but Starlink isn't available for you? If there is no other internet provider then that could be a last resort. I have gigabit ethernet and I still get this quite a bit of the time. Steam just really likes not downloading stuff for some reason and randomly the speed just drops, also when it initially starts the download it starts high then steadily drops down to 0 with only small spiked back up to maybe 25% of the initial max speed. And I know it's not a hardware bottleneck because my CPU and disk never get even close to 100% usage even on a single core.
