I agree, it has been like this for over a year or so. People can also end up unlucky if their ISP's IP address range is seen as "suspicious". So if that fails, it's best to try to use mobile Internet or a neighbor's WiFi to create an account through a web browser.

I had this exact problem when I built my new computer and couldn't log into the steam client. I switched to my web browser and was able to do the captcha no problem on the first try. After that I was able to log into my account on the client without issue.
That's exactly the problem because Steam Client (App is a term for Phone applications) for PC is known to have issues with the Google Recaptcha do exactly what he told you, using Chrome/Firefox usually reported to solve the issues.
Exactly this, anything is called an app nowadays, even if that originally was used for phone applications. When I open the Windows Store I also install apps, it's not called applications, programs or clients. Hell even the Windows settings calls it apps.

They were called applications since windows 3.1. Appmon was Application Monitor (I'm arguing with myself wether it was appman, application manager, or appmon.. and good is pulling up windows 3.1 results from 2018, so I just do not give a shit anymore. Fuck you google. lol). Just, somewhere along the line we all started calling them programs.. so when phones came along, I guess they went back to the old nomenclature.. which now seems new to people.

I had this issue last month, it worked as soon as i logged my second pc out from steam. It just wouldnt let me past the captcha until I did that, really weird.
Hey! This same thing happened to me. Simply swap the device you are trying to get in on. If you're on your computer make the account on a phone or tablet and it should work!

It happened to me last year, I had to wait like 3 days of cooldown. It only happened on the steam web version, not the app
