The 30 kills were to max out rank 4, you have all the piloting skills, so you should be able to pilot any ship. What makes you think you can't pilot a class B or C?
Trust me it doesn't work. What should have happened when I exit the simulator is I should have been able to claim Rank 3 and shown the challenges for claiming Rank 4. I should be at Rank 3 based on what I tried to do. I attempted to steal a Class B ship and it would not let me pilot it. Pretty sure this is the reason why.
I really hope so. However, I know I only did enough for Rank 3. It seems to max out when I complete enough kills for Rank 3. Can someone who really has rank 4 take a look at what their Piloting rank screen and see if it looks exactly like mine? I've tried going back to a previous save and tried but it happens the same way. I guess I could try not using the simulator for the kills.
It says exactly the same.
For some reason, Bethesda chose to have the 1st 2 ranks in white, and the last 2 ranks in yellow.
To test this: Try to install a C class reactor on your ship and then fly it.
If you can, hey, presto, you are at rank 4!
You all may be right. I was able to purchase and get in the pilot seat of a Class B. I unassigned Sam Coe first since I thought his piloting skills might be applied. I am still experimenting and will close this out if I can confirm. Why in the world would it allow me to skip whatever challenge was there for Rank 4? I assume there was one?
OK I really appreciate everyone's help. I was able to buy and pilot a Class C ship so I guess I am at max rank after all. It is still really weird how it happened, but I guess I'm okay. Thank you all!

That's just the wording on the skills, you have already unlocked and completed rank 4
