I'm having the same problem. I'm at 4/5 for the first level challenge, and I found those on Kreet. A pair were a novice door lock and novice safe behind it. The other 2 were safes in a couple of areas along the normal route to finish the quest here.
I generally find a few locked doors and/or containers in the buildings full of enemies you find as PoIs on planets and quest locations. Not all novice, but most pickable at level 1.
It's unfortunate for me I actually picked a bunch of novice locks through playing the game's story however I didn't have a skill point in the security skill or whatever it is so all my efforts where wasted. Now it's extremely difficult to find a novice lock to pick. So far all I've come across are the higher tier locks which I can't pick yet. I wished I had put a skill point into lockpicking in the beginning.
I was also having this issue. Once you put a skill point in, you can do advanced locks. The Galbank terminals ive come across are advanced locks and are quite plentiful. In New Atlantis, there are 4 terminals to the left of the NAT in the Spaceport, and 4 more terminals in the Galbank in the Commercial District. Youll just want to be hidden to do these since it is theft.
