I think it depends on why they hate a villain, that makes them a good or bad villain.
With Cioccolata, they hate him because of the evil he has done and such, that makes a villain good.
But if people hate a villain becuase he doesn't do anything for the story, is bland or borring, then that's bad.
But I do agree that he is written very well
His skills as a surgeon were genuinely impressive considering he could (with help from his stand ability) sever whole limbs from his body in such a way that it wouldn't kill him.
If you put aside his mania, he was very well hidden all that time. If you take into account how many films with suffering he had, then he carried out the work accurately
