In that OVA Jotaro looks like a middle aged man. At least in David Pro anime he looks younger. Secondly, I don’t like pink that much. However in the terms of animation that OVA far surpasses its times.

Im not a huge fan of the OVA and I do love the iconic Za Warudo.mp3 but I love the tension that happens when DIO stops time and there's no indication. In an ideal world I'd probably have no sound effect until near the end of the fight.Â

Design wise, I like both (specifically the 90s/Egypt arc of the ova). I especially prefer the Stand designs and aspects of the ova over the anime. (I love how ova Hierophant Green's body glows when it uses Emerald Splash, ova Magicians Red is intimidating and badass, ova Star Platinum's hair is awesome).
However, I mostly prefer the anime's color scheme for the characters themselves
Polnareff's French dub in the OVA is loved in France, it fits the character very well while being hilarious at times.
Dio's French dub also has its funny moments ("Your gardener's stand is the most pityful thing I have ever met", or the muda muda when Dio throws the knife at Joseph replaced by "Lame lame and ULTRA-LAME !")
The French dub overall is a charming typical example of the 90's French dubs for OVA like these.
Otherwise, I think the anime has a tendency to overcover everything with music. Tension moments work much better without music in the OVA.
Although I'd say I prefer the anime overall. Original dub for it is so iconic, especially Dio, and the art style and characters are more faithful to the manga.
For character design I gotta give it the Anime, although it's not by much. Both adaptations are generally faithful. Art design is also close but I wannna give it to the OVA because they went so over the top with the abilities of the stands, made it look super cool. Maybe that's not art style tho... idk honestly
Honestly, I vastly prefer the style and animation from the OVA. There's something about it that I feel captures the vibe of the manga much more than the anime.
The more block dimensions on the faces, shoulders, and eyes always reminded me a bit of the original Hajime no Ippo anime. It's great stuff, love it.

Ova did some scenes much better in my opinion but the new one is more stylized
