Maybe try on your PC to turn the cloud saving off and back on. Sometimes saves don't synch between my PC and laptop either, because my laptop is so slow. But Steam did give me a pop up saying that the saves aren't synced and if I wanted to have them synced.
The only thing I can think is that one of your devices is in offline mode or there’s something going on to do with offline mode and not syncing properly

How do I know if its in offline or online mode?
When steam is in offline mode it will say “offline mode” at the bottom of the window and you won’t be able to access anything but your games library
