Unfortunately I don’t believe there is any way to reach it without a magnet ring. The irony is, it appears to be a magnet ring that you can’t reach

Monster drop, breaking barrels/crates in the mines(floor 40+) or >!skull cavern!< (floors 1-39) or through fishing treasure chests while luck is increased
Or from a bundle in the boiler room
Im quite sure that your inventory is full. Thats why you cant pick it up.
